Indian tourists normally need a pre-arranged UAE eVisa, typically sponsored by an airline, hotel or tour operator; 30-day and 60-day tourist visas are offered at different price points. The conditional visa on arrival (see exceptions) costs AED 100. Use official or airline channels and avoid agent markups.

Why this verdict
Ordinary Indian passport holders are not visa-free for the UAE: the normal tourist path is a pre-arranged UAE eVisa, typically sponsored by an airline, hotel or other licensed channel, for a 30- or 60-day stay. A narrower document-based exception exists for some travellers who already hold certain qualifying visas or residence permits and can then receive a short visa on arrival instead - see exceptions.
Conditional rules

Up to 14 days. Such Indian nationals can obtain a 14-day visa on arrival for AED 100 instead of pre-arranging the usual eVisa. This is a narrower exception tied to the qualifying foreign visa or residence permit, not the standard entry route for Indian tourists; the supporting document must be original and valid for at least 6 months.
