Why this verdict
Ukrainian citizens need a visitor visa (Temporary Resident Visa) to visit Canada; they are NOT eTA-eligible. The CUAET emergency program closed to new applicants on 15 July 2023. On 13 April 2026 Canada's Liberal Party endorsed a proposal to replace visitor visas with eTA (90/180) for Ukrainians, but this has NOT been adopted and there is no start date - so a visa is still required (fail-safe).
