Why this verdict

Ukrainian ordinary-passport holders are not listed by Immigration New Zealand as visa-waiver nationals, so they must apply for a Visitor Visa before travel. This corrects the bootstrap ETA row: an NZeTA applies to visa-waiver passports, and Ukraine is not on the official visa-waiver list. Separate Ukraine pathways existed, but they were family-linked or in-country residence routes rather than general short-stay tourism channels.
